Welcome to the Priority Programme
Competence Models for Assessing Individual Learning Outcomes and Evaluating Educational Processes
The Priority Programme “Competence Models“ has a duration of six years (2007-2013)
and brings together experts from the fields of psychology, educational
science and subject didactics.
At the current stage, 23 interdisciplinary projects are conducted by
scientists from more than 20 German higher education institutions, researchers
from the Max-Planck-Institute for Empirical Educational Research, the German
Institute for International Educational Research (DIPF), the Leibniz Institute
for Science Education (IPN), the Institute for Quality Development in Education
(IQB) and the Institute for School Quality of the federal states of Berlin and
Brandenburg e.V. (ISQ).
The Priority Programme was enacted in autumn 2007 following an initiative by Professor Detlev Leuter, University of Duisburg-Essen and Professor Eckhard Klieme, German Institute for International Educational Research, Frankfurt.
A first impression of the Priority Programme can be found in the news on the beginning of the Priority Programme, which was published in German in the Zeitschrift für Pädagogische Psychologie in June 2006.
The framework proposal of the Priority Programme (in German) describes the foundational definitions, the focus and direction as well as the central questions of the research.

Time frame for the third funding period and proposals
- At the end of September / beginning of Oktober 2010, the GRF sends the call for proposals for the third funding period.
- On January 23th, 2011 the deadline for proposals ends.
- In May 2011, the GRF decides on the proposals.
- Several weeks later, the letters of decisions will be sent to the proposers.
